Part of my job is to review websites from all over the world to identify problems. Frequently, these sites have been optimized or “SEO’d” properly, yet are still not doing as well in the SERPS (Search Engine Result Pages) as the site owners would like.

Inbound links are said by many to be the single highest factor in determining SERPS. Other than content, I tend to agree, although there are plenty of documented cases of sites with crummy content but lots of links ranking very high.
